What is PayPal changing in the UK on 1 November 2023?

PayPal’s services across the EU are provided by a Luxembourg based company, PayPal (Europe) S.à.r.l. et Cie, S.C.A.

Following the UK’s exit from the European Union, this company has been permitted to operate through the Financial Conduct Authority’s Temporary Permissions Regime. However, this regime expires on 31 December 2023.

In anticipation of this, PayPal transferred all services provided to its users in the UK to PayPal UK Ltd on 1 November 2023 subject to this company becoming duly authorised to conduct its regulated activities in the UK by the Financial Conduct Authority.

This change will have no significant effect on your PayPal account or how you use it and most customers do not need to do anything. If you are a PayPal Credit integrated credit merchant or a Pay in 3 merchant with hosted content, we will contact you regarding changes you will need to make.
