How do I open a dispute for a PayPal Debit Card or PayPal Business Debit Mastercard® transaction?

If you've noticed a transaction or activity you don't recognize on your card, please note:

  • it may have been initiated by an additional cardholder, or
  • it may be a part of a pre-approved payment that you've authorized with the merchant.

Before reporting the activity or transaction, contact those who may have initiated the activity and ask them about it.

If you've done business with this merchant in the past, we suggest contacting the merchant.

To maintain the security of your account, your compromised card will need to be canceled. You'll receive a new physical card and digital version card number, expiration date, and CVV. Please make sure to update your automatic payments or other recurring payments that are using the canceled card details.

Here's how to open a dispute on the web:

  1. Go to the Resolution Center.
  2. Click Report a Problem.
  3. Select the payment and click Continue.
  4. Select the reason for your dispute, such as:
    • I didn’t receive the item purchased.
    • The product or service is not as described.
    • I have a billing issue
  5. Add any relevant information and click Submit.

To open a dispute on the app:

  1. Go to Activity and tap the transaction you want to report.
  2. Scroll to the bottom and tap Report a Problem.
  3. Select the type of issue you have, including any relevant details, and tap Submit.
